Well, if the idea is to create a role-playing game, then we'd better make a start.
First up, the rules have got to use the full set of dice, especially a d20. It's not a proper role playing game if it only uses d6, or even d10. Let's see if we can make use of the d12, but there might be good statistical reasons why this doesn't get used much.
We'll also need some different player character types, each with different strengths and weaknesses in order to make a balanced team. Possible list is:
Spark Minion Construct Clank Normal Person(?)
Defining and limiting the powers of a Spark is going to be the tricky bit.

yeah, rules for Sparks are going to be the hardest part. I knew that going in but we should add Jaegers to that. they are their own special group.

Oh yeah, that lot. What was I thinking? In my defence it was 5am. Having a bit of insomnia at the moment. I suppose the question is how you divide by race and how much by character class.

hm..... I can think of four races; Jaegers, Constructs, Clanks, and Sparks. as for classes... Sparks Minions Soldier Spy those are all the ideas I have right now

There really ought to be an entertainer class. The circus was really important too the early story, and there are hints of it being important in the ending too.
Maybe being an entertainer grants you minor spark abilities...

I support the entertainer/showman/performer class & definitely the Humans as a race [naturally backgrounds could be from within Europa or without, e.g. Skifander)
A few random thoughts:
perhaps Pirates could be a sub-class of soldier/fighter/warrior.
should 'clergy' be a separate class, e.g. the Corbettites like Father Gerat?
would Revenants be separate or a sub-race?
One good thing is that there is a ready-made starting point for a 'Monster Manual' in the subset of the Constructs category..!

I suppose the shambler revenants would be a monster, but really, revenants are just regular people with a built-in "Obey the Other" switch. until that switch is thrown, they aren't really anything. so, maybe sub-race would qualify? also, are there really any other races other than human? even the Jaegers are just constructs. their DNA is still 100% human, as proved by Word of God from the Foglios...

I'd say that, mechanically, they'd be separate races. Their DNA is the same, but their capabilities are very, very different.
and perhaps Revenanthood could function like a disease, with a certain percentage chance of making you a shambler

so, I know I mentioned that diceless system, but if we are going to do d20, we'll need to either find or code our own dice-roller. I recommend finding one since if WE code it, anyone with proper rights can fudge it.....

You've got to have dice. It's half the fun. Especially d20.
So, are we going to have a completely new set of rules, or create a sub-set of rules based on D&D? I'd suggest the latter. Why reinvent the wheel.

there is actually a d20 set of rules made for steampunk... I'll have to find it again on DriveThru RPG... it was only around US $10...

...you did mention the diceless system, but I must say that I think that 'dice is nice'; the random nature of the results brings a 'vital spark' to a RPG... [& no system should be without the d4/6/8/10/20 as well as the enigmatic d12)
Re. the 'new set of rules/D&D subset' question, I believe in the 'if it ain't broke, why fix it' cliché - by 5e they have spent more gaming hours than anyone in 'perfecting a system! and I consider it essentially 'open source' if suitably acknowledged...] - but it needs adapting for this different 'universe'.
That probably leads to a core question behind this project which we perhaps need to address before getting too deep into the mechanics/cogs/internal sprockets: "What makes the perfect RPG?"
[this should be a different thread I suppose..., but to kick it off I'd include (in no particular order):
- ease of playing - ease of DMing (of course DM won't work here like PC/NPC will - how about GO {Gaslamp Operator} or GGMeister?) - clear & interesting character development - role playing opportunities - problem solving - team playing juxtaposed with individual play - workable combat/healing/'magic' systems that don't interfere with play
Naturally players approach RPG in different ways, some are more into the R-P, some into G & some enjoy other aspects; but then that's what makes this weird combination of acting/fiction writing/chess/video gaming/communicating etc. fun...]
